German Dual Vocational Training Gains National Prominence
On Friday, 20 July 2018, German Dual Vocational Training (GDVT) Head of Department Josef Tschoep had the pleasure to meet HE German Ambassador Graf Lambsdorff and YB Nurul Izzah Anwar, chairperson of the newly formed TVET Empowerment Committee to discuss the German Dual Vocational Training system for Malaysian students.
Nurul Izzah, who is also PKR vice-president and Permatang Pauh MP, intends to reform vocational training in Malaysia, to be more industry-driven and to a favourable career choice for young Malaysians. To facilitate this reform, the government is looking at the German system of dual training as a framework of reference.
During the meeting, Tschoep introduced the key elements of German Dual Vocational Training: 70% on-the-job training with industry-driven training content, training certified by the German chambers of commerce, and government funding of the 30% school training. Certain elements of this approach can already be found in Malaysia’s National Dual Training System (NDTS), under which GDVT runs as well. Therefore, the prerequisites for restructuring and making TVET more effective are already present.
